But it's not just in China where people are using a variety of birth tourism strategies, some of which go beyond just bringing in your child for one of their own. One person, identified only as "Lil Pig, " who decided to go overseas to get married at a Japanese hospital last summer, told the BBC: "I wanted to meet my bride from Japan, but at this point I had no money."

Another man took to Facebook, claiming he'd been on a "secret mission overseas where we met an incredible woman for the wedding and took her to America to be married, " with an "exactly what we were looking for." The man posted a few hours before the wedding, saying he'd made arrangements to bring his newborn daughter, Anna, to the U.S. as well as to Japan.

While birth tourism in China is not considered illegal, a Chinese court ruled in October that the practice was being carried out in the country. And there's a growing trend in Japan and Korea, too, especially since the end of World War II, with some women choosing to travel abroad to have their families born on purpose. It's not all fun and games, though. In late May, a Chinese man named Wei Yan was fined $25, 000 and ordered to stop traveling overseas. And there is growing concern in Japan of children being put to shame after birth when foreign women are found to travel without paying for the service.

"The idea of doing something like this is completely normal, " a Japanese man who went by the name of "Ota" told the Japanese newspaper Daily NK. "We are not really interested in other countries. When I came here, I wanted to have my two-month-old son. But when I went back, there was not enough money."

It remains to be seen how this all plays out in the U.S., but one thing is certain: It's going to be an intense year for anyone who wants to go birth tourism, even if he or she is not part of a church or community.

A number of birth tourism companies that advertise in public will now have to report their accounts to the United States' Federal Trade Commission to ensure that the money spent on the services in question is not going to the support of child abuse. The FTC will take up the issue later in 2017.

Robb wont commit to budget surplus

The Prime Minister said in an interview on Sky News yesterday he thought he had made a good bargain by cutting business rates and would continue to cut them.

But the Prime Minister was asked yesterday if he now felt he had made a good bargain.

"I'm no longer talking about cuts, " Mr Cameron said.

"This is about having a plan for how we are going to get money out of government to get a better spending plan which we hope will reduce spending in the future.

"I didn't make a bargain. I didn't come into office expecting that I was going to get a budget surplus this year.

"I know now that we are going to have to deliver on the investment in infrastructure that was promised and we are going to have to cut business rates and keep spending at 2%."

He refused to comment on whether Labour would seek a deal with a cross-party group to reverse the cuts.

"The problem is this Government has failed on so many fronts, this Government has failed on so many areas, this Government has failed on so many things, so we will have to deliver what is the best deal for jobs and wages and economic recovery."

The Budget did cut business rates, which would be the biggest reduction in business rates since 2002.

However, in its annual general account of 2010, the Treasury said there was nothing in the Budget about reducing business rates - which Mr Cameron described as the "ultimate form of austerity" - or other reductions in tax credits.

"I think it is important to put the whole debate in a context, which is that they have failed in their responsibilities, they failed in their duties to the British people, they failed in their responsibilities as the Prime Minister's predecessor, so I think it is appropriate in this context to make it clear that we have made no decision in relation to business rates this year, " he said.

He said the UK's economic recovery was "in a very fragile phase".

"But they have managed a series of changes that are good for businesses and good for job creation, good for investment, good for living standards, and they've made them the law of the land in a very fragile phase of the economic recovery.

"That is good news for the future of this country and that is what we will continue to do, we will continue to deliver for everyone, " he said.

Meanwhile yesterday, former chancellor George Osborne has attacked the Budget, claiming it had been written to allow the economy to "die as the sun sets".

But Labour's shadow chancellor John McDonnell called on Mr Osborne to make a "clear statement of support for the economic recovery".

A woman and a man were arrested Sunday night for allegedly forcing a 20-year-old woman into a car during a gang rape on Interstate 10 near Brinstar and Brimfield, police said.

The 25-year-old driver and woman of Asian descent were sitting in a white Toyota Tacoma that was stopped at an exit about 8:30 p.m. Sunday near Highway 60 and northbound I-10, according to Houston police spokeswoman Const. Cindi Campbell-D'Angelo.

The victim reported that she was being harassed while walking home in the area of 12th and Bridal Drive.

The victim told police that she and the victim had a brief fight during which the victim hit her head. She went back to her car with the suspect but was forced out of the vehicle on the side of the road by her attacker and later found the victim, who was unconscious, a nearby house and a friend of hers, according to police.

Police said the victim told officers she and the suspect had sex and then the suspect drove away in the car.

Police said the suspect was described as a white man in his late 20s to early 30s, about 185 pounds with a square jaw and short dark hair.

A man driving the vehicle was questioned and told officers the woman asked him to put a condom on his left foot, police said. The suspect said he never put the condom on, police said.

Authorities said the victim reported that the woman came up behind her on Jan. 5, around 9:30 p.m., pulled the victim into a back seat of the vehicle and sexually assaulted her.

The victim reported that the victim was able to kick the suspect off of her and move her to a safe location.

Police said they are investigating the incident as a sexual assault. The victim told police that she did not know the vehicle the suspect was driving or whether the suspect knew where she lived.

Investigators have asked residents to remain on the roads and report anything suspicious or unusual to the Crimes Against Sexual Assault hotline at 214-671-TIPS. The anonymous hotline can be reached by dialing 1-800-893-5865.

Philippines criticises terrorism warning to be followed by action; Duterte responds with war on drugs

13.13 President Rodrigo Duterte's warning to the Philippines is no good as Duterte is only being advised by the UN and his country's own intelligence agencies. He is being advised to get tough on the drugs problem instead as he seems to know what he is doing. He is also being advised to be tough on terrorism.
